Title 6 – Economic Development is organized into multiple Parts covering programs, policies, and organizational structure :

Part 1 – Financial Resources (Ch. 1–22): Loan and grant programs to support business, infrastructure, tourism, aviation, energy, and industry development 

Part 2 – Community Foundations COVID‑19 Grant Program (Ch. 1–4): Grants aimed at nonprofit and community foundation COVID‑19 relief .

Part 3 – Energy (Ch. 1–5): Energy-related loans such as energy investments 

Part 4 – Community Services (Ch. 1–13): Support for local government projects—housing, infrastructure, community block grants, etc.

Part 6 – Economic Development Division (Ch. 1): Contains rules for the Mississippi Site Development Grant Program 

Part 7–8: Rules on leasing and exploration in marine waters (largely repealed) 

Part 9 – Economic Development Division (Ch. 1–7): Likely contains additional programs and regulations associated with the division’s broader work 

Part 11 – Gulf Coast Restoration Fund Program (Ch. 1–3): Supports restoration efforts after Gulf-related disasters

Job Protection Program

Grants/loans to help existing at-risk employers retain jobs

Grants ≤ $200k; loans $200k–$800k; combined ≤ $800k

Requires ≥ 10% equity injection and job-retention conditions

Advantage Jobs Incentive Program

Multi-year cash rebates (10-year term) for job creation

Eligibility based on wage levels and job/industry metrics

Rebate capped at 4% or withholding amount, after 1 year of compliance

Existing Industry Productivity Loan Program

Loans for technology upgrades, refinancing fixed assets

For manufacturers with ≥ 2 years operation
(sos.ms.gov, apps.azsos.gov)

Other Programs

Agribusiness loans, freight rail service, tourism rebates, airport funding, motion picture incentives, infrastructure and energy investment loans, small enterprise development, port revitalization, air service development funding, among others.
