Section 125-1: General Regulations
This section establishes that operating a vehicle on Winthrop University property is a privilege granted by the university administration. All drivers must adhere to both South Carolina state laws and university-specific regulations. Non-compliance may result in warnings or penalties, including the loss of motor vehicle privileges. The regulations are in effect 24 hours a day unless specified otherwise. Drivers must obey lawful instructions from campus security officers and official traffic signs. The university assumes no responsibility for the care or protection of vehicles or bicycles on its property.
Section 125-2: Vehicle Registration
Motor vehicles must be registered by the end of the second day following the first day of the semester or within 24 hours of arrival on campus, whichever is longer. Registration is conducted at the College Security Office daily from 8:00 a.m. until midnight. To register, individuals must present a valid driver's license, state vehicle registration certificate, and liability insurance policy or certificate. If the vehicle's state registration certificate is in someone else's name, written authorization from the legal registrant is required. The Winthrop registration sticker must be clearly displayed on the left side of the rear bumper of an automobile; for other vehicles, the location will be specified at registration. Only one Winthrop registration sticker is to be displayed per vehicle. The registrant is responsible for any parking violations associated with the vehicle.
Section 125-3: Visitor Registration
Visitors wishing to park on campus between 7:00 a.m. and 4:00 p.m., Monday through Friday, may obtain limited-time visitor parking permits from the College Security Office or from department offices in each classroom building. Overnight visitors must register with the College Security Office. Individuals attending conferences or short courses must obtain Guest Parking Permits, available at the conference registration area and the Security Office
Section 125-4: Registration Fees
The regular registration fee is $4.00 for the first vehicle registered by students and employees. An additional $1.00 fee applies for each additional permit, with the understanding that only one of these vehicles will be on campus at a time. Visitor registration for less than one day is free of charge; for more than one day, the fee is $1.00 per week.
Section 125-6: Parking Areas
Vehicles must be parked only in areas designated by signs as parking areas. Specific areas are reserved for employees (E), resident students (S), and day students (D). These areas are open to all vehicles during certain hours: from 4:00 p.m. until 7:00 a.m., Monday through Thursday night, and from 4:00 p.m. Friday to 7:00 a.m. Monday. Vehicles are prohibited from parking in areas marked with yellow curbs or lines, blocking access to dumpsters, across crosswalks, or left of the centerline where there is two-way traffic.
Section 125-10: Accidents
All traffic accidents on campus must be reported immediately to the College Security Officer by dialing 2201 and providing the location of the accident. The Security Officer will then contact the officer on duty.
Section 125-11: Violations, Penalties, and Bonds
The driver and/or owner of a vehicle are responsible for all violations incurred by the vehicle. Penalties and bonds are payable in person or by mail at the Winthrop College Security Office between 8:00 a.m. and midnight. The schedule of penalties includes:
Moving Vehicle Violations:
1st violation: $5.00
2nd violation: $10.00
3rd violation: $15.00 and loss of motor vehicle privileges for up to one year
Parked Vehicle Violations:
1st violation: $2.00
2nd violation: $5.00
3rd violation: $7.50
4th violation: $10.00 and loss of motor vehicle privileges for up to one year
Any combination of four moving and parking violations results in the loss of motor vehicle privileges for up to one year. Penalties for failing to register a vehicle or operating a vehicle on campus when privileges have been revoked are $10.00 and $15.00, respectively. Delinquent violations not paid within three days will have the bond doubled, excluding weekends. Funds received from vehicle registration and penalties are deposited in a special account to be used for surfacing parking areas
Section 125-12: Appeals
Individuals receiving citations have the right to appeal to the Winthrop College Traffic Committee, provided they have paid the bond for the violation and submit the appeal within three days (excluding weekends) following the issuance of the citation. Appeals must be made on official forms obtainable from the College Security Office and sent to the Chairman of the Traffic Committee. Only appeals made within the prescribed time and on official forms will be considered. In unusual cases, the Traffic Committee may request the appealing party to appear before it.
