Section 1 | Seat of Government

The seat of government shall be at Columbus.

Section 2 | Printing and Binding of State Laws and Documents

All state laws, reports, and other state documents shall be printed and bound in such manner as may be prescribed by law.

Section 3 | State Officers Must Reside in State

No person shall be elected or appointed to any office in this state unless they possess the qualifications of an elector and reside within the state. When qualifications for any office are not otherwise prescribed, the person must have been a resident for at least one year prior to election or appointment.

Section 4 | Term Limits for Statewide Executive Officers

No person shall be elected to the office of governor, lieutenant governor, secretary of state, auditor, treasurer, or attorney general more than twice.

Section 5 | Lotteries

No lotteries shall be authorized by this state, nor shall the sale of lottery tickets be allowed, except:

The state may conduct lotteries and sell lottery tickets.

Proceeds must be used solely for the support of elementary, secondary, vocational, and special education.

Section 6 | Worker’s Compensation

Laws shall be passed to provide for the safety and welfare of employees and to ensure compensation for injury or death sustained in the course of employment, regardless of fault.

Section 7 | Oath of Office

Every person elected or appointed to an office shall take the following oath:

“I do solemnly swear (or affirm) that I will support the Constitution of the United States and the Constitution of the State of Ohio, and will faithfully discharge the duties of the office…”

Appointments and promotions in civil service shall be made according to merit and fitness, as determined by examination. Preference in appointments may be given to honorably discharged veterans.
