Alabama Constitution – Section 218:

Text:

“No county or municipal corporation shall be required to pay any charges against it out of the state treasury, except such as may be incurred by virtue of any law passed to provide for the enumeration of the inhabitants of the state.”

Explanation:

This section of the Alabama Constitution provides that:

Counties and municipal corporations (like cities or towns) cannot require the state treasury to pay for charges or expenses they owe.

There is one exception: If there is a law that requires the state to fund the enumeration (counting) of the population (such as a state census), then the state treasury can be used to cover those specific expenses.
