Alabama Constitution Section 111 - Amendment of bill introduced as general law so as to become special, private or local law on passage.
Alabama Constitution β Section 111
Amendment of bill introduced as general law so as to become special, private or local law on passage.
This section of the Alabama Constitution states:
"No bill introduced as a general law shall be so amended on its passage through either house as to become a special, private or local law."
π Explanation:
This provision prohibits a bait-and-switch tactic in the legislative process.
A general law applies uniformly to all people or areas in the state.
A local, private, or special law applies to specific individuals, places, or cases.
Under Section 111, if a legislator introduces a bill as a general law, they cannot change it during the legislative process to make it a special, private, or local law.
β Purpose of this Rule:
To ensure transparency.
To protect against deception in lawmaking.
To prevent the misuse of legislative power for the benefit of specific individuals or regions after public notice as a general law.
