Vermont Constitution Article 19. [Right to emigrate]

Vermont Constitution – Chapter I, Article 19: [Right to emigrate]

Here is the full text of Article 19 from Chapter I (Declaration of the Rights of the Inhabitants of the State of Vermont):

Article 19 – Right to Emigrate

"That the people have a right to emigrate from one state to another, or to foreign countries, and to return again, at their pleasure; and shall not be subject to any restrictions except such as are necessary for the good of the community."

Plain-English Summary:

Freedom of movement: Every person has the right to leave Vermont and move to another state or another country, and also the right to return.

Limited restrictions: The government can only impose restrictions if they are truly necessary for the well-being or safety of the community.

It protects personal liberty and mobility, making Vermont one of the few states to explicitly mention the right to emigrate.
