‑ “Client”: A person who is blind or visually impaired and receives vocational rehabilitation services through the Commission.
‑ “Commission”: Refers to the Oregon Commission for the Blind.
‑ “Person who is blind”: One diagnosed by a qualified physician with either:
Central visual acuity of 20/200 or poorer in the better eye with best correction, or
A visual field no wider than 20°, or
