The Office of Special Instructional Services is part of the Kentucky Department of Education under the Education and Workforce Development Cabinet. This office falls within the Kentucky Board of Education's regulatory and operational framework.

Overview:

The Office of Special Instructional Services (OSIS) is primarily responsible for supporting and overseeing services and programs that assist students with diverse learning needs, including:

Special education

Gifted and talented education

English learners (EL)

Early childhood education

Response to Intervention (RTI)

Support for at-risk student populations

Key Responsibilities:

Compliance and Monitoring
Ensures school districts comply with state and federal laws, particularly the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act.

Program Support and Guidance
Offers technical assistance and training to schools and districts to improve educational outcomes for students receiving specialized services.

Policy Development
Participates in creating and revising regulations found in Title 705 of the Kentucky Administrative Regulations (KAR), which pertain to special instructional services.

Equity and Access
Works to ensure all students, regardless of ability or background, receive equitable educational opportunities.

Family and Community Engagement
Encourages schools to collaborate with families and communities to enhance student support and achievement.
