ARTICLE XX – WHEN TO TAKE EFFECT

Section 1.
This constitution shall be in force from and including the first day of January, one thousand nine hundred and thirty-nine.

Explanation:

This brief article establishes the effective date of the current version of the New York Constitution—January 1, 1939—following its ratification by the people in 1938.
