Mississippi Constitution – Article 10, Section 223: The Penitentiary and Prisons

Section 223. Working of convicts.
The legislature may provide that convicts of the State shall be worked on public roads, or other public works, or by any other mode provided by law; and that convicts of counties and municipalities may be worked upon the public roads, streets, or other public works of the counties or municipalities, or by any other mode provided by law.

State convicts to be used for labor on public roads, public works, or by other legal methods.

County and municipal convicts to similarly work on local roads and public works or through other lawful arrangements.
