๐ Legal Foundation
The West Virginia Enterprise Resource Planning Board is established under West Virginia Code ยง12-6D-1. Its primary purpose is to develop, implement, and manage the state's ERP system, which integrates various administrative functions across state agencies.
๐ฅ Board Composition
The board consists of three ex officio members:
Governor (Chairperson)
State Auditor
State Treasurer
These officials serve by virtue of their offices and are not entitled to compensation under this article.
โ๏ธ Powers and Responsibilities
The board has the authority to:
Develop, implement, and manage the ERP system.
Enter into contracts and agreements necessary for the system's operation.
Propose legislative rules, including emergency rules, to establish user fees for maintaining the ERP system.
Delegate duties to a steering committee and review its decisions.
๐งญ Steering Committee
A 16-member steering committee assists the board by providing routine oversight of the ERP system's implementation and management. This committee includes:
Secretaries of various state departments (e.g., Administration, Revenue, Transportation, Health and Human Resources).
Appointees by the Governor, State Auditor, and State Treasurer.
Legislative representatives and a public employee representative.
๐ฐ ERP Fund
The Enterprise Resource Planning System Fund is created in the state treasury to support the ERP system. This fund consists of:
Appropriations or transfers made for studying, evaluating, creating, developing, implementing, and managing the ERP system.
Fees collected in accordance with legislative rules approved by the board.
๐ Meetings and Operations
The board must hold meetings at least quarterly.
All three voting members must be present to constitute a quorum.
Meetings are subject to the provisions of Article 9A, Chapter 6 of the West Virginia Code, ensuring transparency and public access.
