The term Grundnorm (German for "basic norm" or "fundamental norm") was introduced by the legal philosopher Hans Kelsen in his Pure Theory of Law.
It is the basic foundational norm or rule upon which a legal system is based.
All other laws derive their validity from this ultimate norm.
The Grundnorm is hypothetical and presupposed — it is not written anywhere but assumed to exist as the source of legal authority.
