Article IX – Amendments to the Constitution

Section 1: Proposal and Ratification

Amendments may be proposed in either house of the legislature.

A majority of all members elected to each house must approve the amendment.

Once passed by the legislature, the amendment is submitted to the voters at the next general election.

If a majority of all voters voting at the election vote in favor, the amendment is adopted.

Important Note: This means not just a majority of those voting on the amendment, but a majority of all voters who cast a ballot in that election.

Section 2: Submission of Multiple Amendments

If multiple amendments are submitted at once, they must be presented in such a way that voters can vote on each separately.

Section 3: Constitutional Conventions

The legislature may, by a two-thirds vote of each house, propose a constitutional convention.

The proposal is then submitted to voters.

If a majority of voters approve, a convention is convened to consider constitutional changes.

Any revisions made by the convention must also be approved by a majority of voters in a subsequent election.
