Norfolk Island, an external territory of Australia, has a unique governance structure that influences its insurance laws and regulatory framework. 

🏛️ Governance and Legal Framework

 Until 2016, Norfolk Island operated under a system of self-government, with its own legislative assembly and laws However, significant reforms were enacted through the Norfolk Island Legislation Amendment Act 2015, which came into effect on 1 July 2016 These reforms abolished self-government and integrated Norfolk Island into the Australian federal system, extending most Australian laws, including those related to taxation, social services, and health, to the island, As a result, Norfolk Island now operates under a combination of federal Australian laws and applied New South Wales (NSW) legislation For instance, the Local Government Act 1993 (NSW) has been applied to Norfolk Island, governing local government functions 

🧾 Insurance Regulation

 Insurance activities on Norfolk Island are primarily governed by Australian federal laws, administered by the Australian Prudential Regulation Authority (APRA) and the **Australian Securities and Investments Commission (ASIC)*.  These agencies oversee the licensing, conduct, and supervision of insurance companies operating in Australia, including those serving Norfolk Island resident.   While specific local legislation for insurance does not exist on Norfolk Island, the extension of Australian insurance laws means that residents and businesses on the island are subject to the same regulatory standards as those on the mainland. 

🏥 Health Insurance and Workers' Compensation

 Prior to 1 July 2016, Norfolk Island had its own healthcare scheme, the Norfolk Island Healthcare Scheme, which assisted residents with medical expenses  This scheme was fully self-insured and covered costs exceeding certain thresholds for approved medical expenses and prescribed drugs 

 With the integration into the Australian system, residents now have access to Medicare and the Pharmaceutical Benefits Scheme, aligning with the healthcare provisions available to mainland Australians 

 Regarding workers' compensation, the Norfolk Island Workers Compensation Scheme is managed by Gallagher Bassett, a claims management provider  Since 4 January 2021, Gallagher Bassett has been overseeing the scheme, including assessing and managing claims, supporting recovery and return-to-work strategies, and collecting membership fees
