Competition Law at Grenada
Grenada's competition law framework is influenced by both national legislation and regional agreements within the Caribbean Community (CARICOM) and the Organisation of Eastern Caribbean States (OECS). Here's an overview of the key elements
🇬🇩 National Legal Framework
Grenada does not have a comprehensive national competition law akin to those in larger economies. However, several pieces of legislation address aspects of market fairness and consumer protection:
Consumer Protection Act 2018: Aims to promote and protect consumer interests concerning the supply of goods and services, ensuring consumer safety and rights.
Price Control Act 1959: Regulates the pricing of essential goods and services to prevent exploitation.
Weights and Measures Act 1990: Ensures the accuracy of measurements in trade.
Standards Act 1989: Establishes standards for goods and services to ensure quality and safety.
Hire Purchase Act: Regulates hire purchase agreements to protect consumers in credit transactions.
These laws are enforced by various agencies, including the Price and Consumer Affairs Division and the Grenada Bureau of Standards
🌐 Regional Framework and Initiatives
As a member of CARICOM and the OECS, Grenada participates in regional efforts to promote fair competition:
CARICOM Competition Commission (CCC): Established under the Revised Treaty of Chaguaramas, the CCC aims to promote and maintain fair competition within the CARICOM Single Market and Economy (CSME).
OECS Competition Bill: The OECS is in the process of reviewing a draft competition bill to establish a supra-national competition agency to handle competition matters within its single market .
In March 2025, Grenada participated in a regional workshop on competition policy and law enforcement, hosted by the OECS Commission and the CCC. This initiative aimed to address challenges in competition policy and law enforcement while promoting development and enhancing consumer welfare
📚 Capacity Building and Training
Grenada has engaged in regional training programs to build capacity in competition law and policy:
CARIFORUM-EU Training Seminar (2016): An introductory training program aimed at raising knowledge and awareness of competition law and policy, targeting stakeholders such as private sector organizations, professional bodies, sector regulators, and public sector entities
Consumer Protection Course (2023): An online course launched by the CCC to support the development of the region’s consumer protection framework, enhancing the capacity of consumer protection officials across CARICOM member states
🧭 Summary
While Grenada does not have a standalone national competition law, it participates in regional frameworks and initiatives aimed at promoting fair competition and consumer protection. The ongoing development of the OECS Competition Bill and regional capacity-building efforts reflect Grenada's commitment to enhancing its competition law enforcement and aligning with regional standards
