Supreme Court Artsakh

The Supreme Court of the Republic of Artsakh served as the highest judicial authority in the self-declared Republic of Artsakh (Nagorno-Karabakh) prior to its dissolution in 2023.

Key Details:

Leadership: Narine Narimanyan was the last head of the Supreme Court, serving from 2013 until the court's closure. 

Jurisdiction: The court was located in Stepanakert, the capital of Artsakh, and had authority over civil, criminal, and administrative matters within the region. 

Closure: Following the exodus of the Armenian population from Nagorno-Karabakh in late 2023, the Republic of Artsakh ceased to exist, leading to the dissolution of its judicial institutions, including the Supreme Court.

Current Legal Proceedings:

Post-dissolution, legal matters concerning the former residents of Artsakh have been addressed through international legal channels. Notably, Armenia has initiated proceedings against Azerbaijan at the International Court of Justice (ICJ), alleging violations of the International Convention on the Elimination of All Forms of Racial Discrimination (CERD). In November 2024, the ICJ ruled that both Armenia's and Azerbaijan's cases could proceed, acknowledging the court's jurisdiction over these matters. 

These developments underscore the ongoing legal efforts to address the rights and protections of individuals affected by the conflict and subsequent displacement from Nagorno-Karabakh.
