Rule-making Authority:
The Central Government may, by notification, make rules to give effect to the provisions of the Act.

Laying Before Parliament:
Every rule made under this section must be laid before each House of Parliament while it is in session, for a total period of 30 days.
Parliament may modify or annul the rules, but such modification or annulment does not affect the validity of anything done previously under those rules.
Binding Nature:
Rules made under Section 469 have the same legal force as the provisions of the Act itself.
