Artificial Intelligence law at Kosovo
As of May 2025, Kosovo does not have a dedicated national law specifically regulating artificial intelligence (AI). The country is in the early stages of AI development, and while there is no comprehensive AI legislation, Kosovo is actively working on aligning its legal frameworks with European Union standards to address AI-related challenges.
🇽🇰 Kosovo’s AI Regulatory Landscape
Lack of Dedicated AI Legislation: Kosovo currently lacks a specific AI law, strategy, or governance bodies, resulting in a significant regulatory vacuum. Existing laws, such as those on data protection and digital services, do not directly address the challenges posed by AI, including algorithmic accountability, ethical standards, and human rights implications .(westernbalkansfund.org)
Data Protection Framework: Kosovo implemented Law No. 06/L-082 on Personal Data Protection in January 2019, which came into force on March 12, 2019. This law serves as the regulatory authority under the Information and Privacy Agency (AIP), although it does not specifically address AI technologies .(DataGuidance, DataGuidance)
Media Ethics and AI: In February 2024, Kosovo's Press Council updated its Code of Ethics to combat AI risks, aiming to promote the responsible use of artificial intelligence by journalists .(Balkan Insight)
EU Alignment Efforts: Kosovo is in the process of aligning its legal frameworks with EU standards, such as the AI Act, Digital Services Act, and related frameworks, to ensure harmonized and effective AI governance .(westernbalkansfund.org)
🔮 Future Outlook
While Kosovo does not yet have specific AI legislation, the country's efforts to align with EU standards and its active participation in regional initiatives indicate a proactive approach to AI governance. As AI technologies continue to evolve, it is likely that Kosovo will develop more targeted policies and regulations to address the opportunities and challenges presented by these technologies.
