Medico Legal at East Timor

East Timor (Timor-Leste) has been developing its medico-legal system to address public health and justice needs, particularly in the context of gender-based violence and forensic services. Here's an overview:

Ministry of Health (MoH):Oversees health policy and services, including forensic medical protocols 

Ministry of Justice: Responsible for justice administration, including legal training and human rights

Supreme Court of Justice: Handles legal, constitutional, and electoral matters

🩺 Forensic Medical Services

PRADET (Psychosocial Recovery and Development in East Timor) A local NGO that developed the Medical Forensic Protocol, accredited by the government in 201. This protocol trains healthcare professionals to document injuries in cases of domestic violence, sexual assault, and child abus. In 2012, 20 midwives and doctors graduated from the training progra.

Community Health Centres Healthcare professionals, such as Dr. Gaudencia Fernandinha Borges, apply forensic protocols to document evidence in cases of gender-based violence, collaborating with police and other partner.

🧪 Forensic Science Capacity

*Forensic Fingerprint Laboratory: Established under the Timor-Leste Police Development Program, this laboratory trains personnel in fingerprint examination from crime scene to cout, While there have been tangible developments, challenges remain in sustaining and expanding forensic capacitis.

*UNTAET Crime Scene Detachment: During the UN administration, this unit conducted investigations and exhumations related to mass atrocities, providing a foundation for forensic practices in the county.

🏥 National Health Infrastructure

*Guido Valadares National Hospital: The largest public hospital in East Timor, serving as a referral center for forensic medical cases and providing primary and secondary.
