⚖️ Legal Framework

Royal Decree 30/2008: This law, enacted in May 2008, defines a juvenile as any individual under 18. It establishes specialized juvenile courts and outlines measures such as guidance homes, probation, and rehabilitation programs. Notably, sentences are not recorded on criminal records, and fines are not imposed on juveniles.

Juvenile Courts: Dedicated courts handle cases involving juveniles, focusing on care and rehabilitation These courts operate under specific procedures tailored to address juvenile delinquency effectively 

Non-Custodial Measures: Oman is exploring alternatives to detention, such as community service and probation, to promote the reintegration of juveniles into society. A forum in October 2023 highlighted these non-custodial provisions and the roles of various institutions in implementing them

Protection from Violence The Child Law of 2014, along with its 2019 regulations, prohibits violence against children in all settings, including school. It mandates reporting of all child abuse cases and facilitates removal from violent situation. Despite these laws, challenges persist, with 1,634 cases addressed by child protection committees in the first nine months of 202. 

Juvenile Interrogation Specialists In November 2024, plans were announced to establish a national team of specialists for juvenile interrogation, aiming to enhance the handling of juvenile case.

*Declining Juvenile Crime Rates: There has been a noticeable decrease in juvenile crimes, with a 22.2% drop in 2017 compared to 2016, attributed to effective awareness programs targeting parents. 

*Addressing Juvenile Delinquency: Experts express concern over juvenile delinquency's impact on societal stability and family structures A forum in October 2023 addressed this issue, emphasizing the importance of non-custodial measures and collaborative efforts among various entities to mitigate delinquency. --
