1. Law No. 10/2016 – Promotion of Renewable Energy
This foundational law establishes the principles and tasks of state policy in renewable energy, aiming to align Moldova's legislative framework with EU norms. It emphasizes transparency, non-discriminatory access to networks, and public awareness. Recent amendments in 2024 have introduced incentives for renewable energy producers, including facilitating the functioning of local energy communities and allowing net invoicing for renewable energy produced for self-consumption

3. Law No. 30/2007 – Electricity Law

It has been amended to support the integration of renewable energy sources and to facilitate investments in the energy sector.
🔄 Recent Reforms and Initiatives
Renewable Energy Market Regulations (February 2025): The government introduced legislative amendments to unlock the renewable energy market. Entrepreneurs intending to build power plants with a capacity greater than 200 kW are now required to submit a financial guarantee when requesting connection permits. This aims to ensure accountability and the timely development of renewable energy projects .
First Renewable Energy Tender (August 2024): Moldova initiated its first tender for the construction of wind and solar power plants, aiming to reduce dependency on Russian energy and enhance energy security. The government plans to attract investors to build wind power plants with up to 105 MW capacity and photovoltaic plants with a maximum of 60 MW. The winning investor will be guaranteed a fixed electricity price for 15 years .
Energy Efficiency Law (July 2023): The Parliament approved the first reading of the draft Law on Energy Efficiency of Buildings, aiming to enforce minimum energy efficiency requirements for new constructions and major renovations.
