Introduction

Municipal electricity systems involve the procurement of electricity, transformers, meters, cables, street-lighting equipment, renewable-energy systems, operation and maintenance services and other infrastructure. Municipal bodies must balance affordability, reliability, transparency and public interest while complying with procurement and electricity laws. Power-purchase agreements may expose municipal bodies to risks associated with fuel prices, regulatory changes and changes in electricity demand.
