Saint Lucia has established a comprehensive legal and policy framework to regulate biotechnology, with a primary focus on biosafety concerning genetically modified organisms (GMOs) and living modified organisms (LMOs).
🧬 Biosafety Legislation and Policy
Saint Lucia's commitment to biosafety began in 2004, leading to the development of a national biosafety framework. This framework includes a legislative system, risk assessment procedures, public consultation mechanisms, and administrative processes for handling GMO-related requests. The Cabinet endorsed a biosafety policy in 2017, emphasizing the regulation of GMOs and LMOs through a licensing system. The policy mandates that individuals wishing to use or import GMOs must provide background information, and establishes technical and scientific bodies to assess risks and impacts on human health and the environment. Violations of the licensing requirements can result in fines up to $10,000 .
In addition to the biosafety policy, Saint Lucia has undertaken initiatives to strengthen its capacity for GMO regulation. This includes training workshops on food and feed safety assessments for GMOs, aimed at evaluating the safety of genetically modified foods compared to non-GMOs .
🌿 Access and Benefit Sharing (ABS)
Saint Lucia is also focusing on the fair and equitable access to genetic resources and the sharing of benefits arising from their utilization. In 2024, the government launched a project to enhance the implementation of the Nagoya Protocol on Access and Benefit Sharing (ABS). This project, supported by a USD 1.59 million grant from the Global Environment Facility (GEF), aims to strengthen policies and institutional frameworks related to ABS, ensuring that local communities benefit from the use of their genetic resources .

The National Biodiversity Strategy and Action Plan outlines Saint Lucia's approach to conserving biological diversity, promoting sustainable use, and ensuring equitable access to benefits derived from biodiversity. This plan emphasizes the importance of stakeholder participation and the integration of biodiversity considerations into various sectors, including agriculture and tourism .
